1. Purpose and Scope
These Community Guidelines ("Guidelines") establish the standards of conduct expected of all users who interact with the ASEAN Institute Cambodia Intelligence Platform ("Platform"), including registered users, analysts, researchers, and participants in any collaborative or interactive features. These Guidelines supplement our Terms of Service and apply to all Platform features, including the MPPT Deep Analysis system, Decision Agent, intelligence service domains, and any future interactive or community features.
2. Core Principles
- Professional Integrity: The Platform serves as a resource for strategic intelligence, governance analysis, and institutional capacity-building across Cambodia and the ASEAN region. All interactions should reflect the professional standards expected in these domains.
- Analytical Honesty: Users must represent their qualifications, affiliations, and analytical inputs accurately. Submitting fabricated data, falsified documents, or deliberately misleading prompts to the MPPT Deep Analysis system or Decision Agent is prohibited.
- Respect and Civility: Users must treat all other users, staff, and stakeholders with respect, regardless of differences in perspective, nationality, culture, or background.
- Responsible Use: Intelligence tools and analytical outputs must be used responsibly and in accordance with applicable laws. Users are responsible for how they apply analytical outputs in their professional activities.
3. Acceptable Use of Intelligence Tools
The Platform provides AI-powered analytical tools including the MPPT Deep Analysis system and Decision Agent. Users of these tools must:
- Submit genuine analytical queries related to governance, policy, security, economics, diplomacy, or other domains within the Platform's scope.
- Verify and independently validate all analytical outputs before relying on them for decision-making, as stated in our Disclaimer.
- Not attempt to manipulate analytical tools to produce predetermined or biased outputs.
- Not use analytical tools to generate content that promotes violence, terrorism, or illegal activities.
- Not upload classified, restricted, or illegally obtained documents for analysis.
- Not use the Decision Agent or analysis tools to generate content that harasses, threatens, or defames any individual, organization, or government.
4. Prohibited Conduct
4.1 Harassment and Discrimination
Any form of harassment, intimidation, bullying, or discrimination based on race, ethnicity, national origin, religion, sex, gender identity, sexual orientation, disability, age, political affiliation, or any other protected characteristic is strictly prohibited in all Platform interactions.
4.2 Harmful and Misleading Content
- Content that promotes violence, terrorism, or illegal activities.
- Disinformation, propaganda, or deliberately misleading content presented as factual analysis.
- Content that exploits or endangers minors.
- Content that infringes on the intellectual property rights of others.
- Submitting fabricated documents or data to analytical tools with the intent to produce misleading intelligence outputs.
4.3 Security Violations
- Attempting to access other users' accounts, analysis jobs, decisions, or personal data without authorization.
- Attempting to circumvent Platform authentication (Manus OAuth), access controls, or rate limits.
- Distributing malware, viruses, or other harmful code through file uploads or any other mechanism.
- Engaging in denial-of-service attacks, automated scraping, or other activities that disrupt Platform operations.
- Attempting to extract, reverse-engineer, or replicate the Platform's analytical frameworks (Helios, SINE, ARCS, ARCF, MPPT-CoT) or their underlying methodologies.
4.4 Misuse of Platform Resources
- Using the Platform for commercial solicitation, spam, or unauthorized advertising.
- Automated bulk submission of analysis jobs or Decision Agent queries to consume system resources.
- Impersonating other users, organizations, or governmental entities.
- Reselling, redistributing, or commercially exploiting Platform analytical outputs without authorization.
- Using the Platform to conduct activities that violate applicable laws or regulations in any jurisdiction.
5. Content Standards
Users who submit content to the Platform — including analysis prompts, uploaded documents, and Decision Agent queries — must ensure that their submissions are: (a) lawfully obtained and not subject to confidentiality restrictions that would prohibit their submission; (b) accurately represented as to their source and provenance; (c) relevant to the Platform's analytical domains; and (d) compliant with applicable intellectual property laws and our DMCA Policy.
6. Reporting Violations
Users who observe conduct that violates these Guidelines should report it through our Contact Page. Reports should include: a description of the violation, the identity of the user involved (if known), the approximate date and time of the violation, and any supporting evidence. All reports are treated confidentially, and we do not disclose the identity of the reporting user to the extent permitted by law.
7. Enforcement
ASEAN Institute reserves the right to investigate reported violations and to take appropriate action at its sole discretion:

Enforcement decisions consider the nature and severity of the violation, the user's history, the impact on other users and Platform operations, and applicable legal requirements. Users subject to enforcement action will be notified and, except in cases involving immediate safety concerns or criminal conduct, will be provided an opportunity to respond before permanent action is taken.
8. Appeals
Users who believe that enforcement action was taken in error may submit an appeal through our Contact Page within thirty (30) days of the enforcement action. Appeals will be reviewed by a designated officer who was not involved in the original enforcement decision. The appeal decision is final and not subject to further review.
9. Amendments
We may update these Guidelines periodically. Material changes will be communicated through a prominent notice on the Platform at least fourteen (14) days before the changes take effect. Continued use of the Platform after the effective date of updated Guidelines constitutes acceptance of the changes.
